Prepare the gravy by whisking together the gravy packet, milk, and water together in a medium bowl until well-combined. Set aside.
Place the biscuits on the bottom of the baking dish and flatten until evenly covered.
Layer on the cherry tomatoes, fresh spinach, then sliced onions evenly.
Sprinkle the shredded cheese evenly, then pour in the egg mixture. Season with salt, pepper, garlic powder, and red pepper flakes.
Pour in the prepared country gravy evenly, then cover with aluminum foil.
Bake for 35 minutes, then remove the foil and bake uncovered for another 10 minutes, or until the tops are golden and the casserole is fully cooked through.
